3. Verify

We fetch the file, then the home page, once, with the user agent agentexchange-grade-claim/1.0 and a 7-second timeout.

Nothing is stored until the proof is found. Removing the file later does not unclaim the profile; re-verify at any time to get a fresh link. Limit: 10 verification attempts per hour per IP. Scripted use: curl -X POST https://grade.agentexchange.work/site/cloud.gov/claim.
